*il faut avoir ?
Both "il faut un passeport" and "il faut avoir un passeport" are correct, but the first one would be more naturally used. "il faut" does not request an infinitive ("il faut avoir ..."), it can be used with any noun phrase, like the "you need ..." construct in English. In particuliar, the "ce qu'il faut" construct is very idiomatic: "c'est ce qu'il te faut" ("that's what you should have").
