почему "уже изучал"? я не вижу здесь никакого прошедшего времени. конструкция 又...又... в данном случае имеет смысл "и...и...".

я бы ещё обратил бы ваше внимание на то, что в китайском предложении стоит 怎么做网站, а не 网页设计. я бы порекомендовал вам отразить это в вашем переводе.
