This is not natural English.
I disagree here. This is perfectly fine English, IMO.
Sure he doesn't mean "Can you give me some money?"
"You can give me some money?" would only be natural as a response to someone helping in a financially tight situation.
e.g.
Mr. A: I can't even afford petrol to drive to the job centre.
Mr. B: I might be able to help you out there.
Mr. A: You can give me some money?
I understand your suspicions :-)
However, the sentence is fine if viewed through an unbiased lens. It's just posing a question using intonation instead of inversion. And again, we don't know the context...
I would tag as "translation-check" if you're doubtful (as am I, a little).
