Just wondering, is it required not to have the "th" in the date? Or would it also be okay to say "February 18th referendum"?
Either way sounds okay to me. In fact, your suggestion sounds more like what I would probably say colloquially.
Indeed, if the date were February 1, 2, or 3, I think I would feel obligated to say "February first", "second", "third". Due to that, I think I will change this to say "18th".
