The translations of this Korean sentence (at least the ones I understand) seem to be saying 사랑이란 뭣인가?, that is, asking for a definition of _love_. If I overheard a Korean dude or chick say this sentence in a conversation, say, on the subway or in a restaurant, I'd understand it to mean something like "What's love got to do with it?"
A Korean "dude or chick"? Why not "a Korean"?
In most circumstances, someone who would say "사랑이 뭐야?" wouldn't be the avuncular guy next door or your grandma or a businessman or any of those ordinary everyday Koreans. It would most likely be a young person who fits into what in English we think of as the "dude or chick" category.
Rather than "사랑이란 뭣인가?" would be "사랑이란 뭔가(요)?" as a spoken version. And yes, "사랑이 뭐야?" could have BOTH of these connotations, though I have seen enough youth religious pamphlets with ""사랑이 뭐야?"" as a title to confirm that, at least in writing" this does have the desired meaning.
