it's rather the opposite : in the amniotic fluid inside the womb.

It seems to me that it is difficult to be inSIDE a fluid...

I'd suggest:

"Babies grow in the amniotic fluid..."

"grow up" (to mature, to become an adult etc) is (in my opinion) more appropriately used after the baby is born.
