This can mean both.
1. ... we are the people who are paying money to someone so we can live in the apartment.
2. ... we are the people who are collecting money from someone who will be living in our apartment that we own.
It would be easy to determine which in the context of a conversation.
I'm not sure which would be the more likely meaning out of context.
Note that the following sentence doesn't sound as ambiguous.
