Well, maybe "я рекомендую" could also mean "I will recommend" (что сделаю? - рекомендую) but I have a feeling it would be a bit outdated. My guess is that, since the context is mostly the same, they were mixed up with the time and now one can't say for sure whether it's about the present or the future but intuitively perceives it as being in the present.

So yes, I'd recommend to use "порекомендую" (or "буду рекомендовать") when talking about the future :)
