Is this relating to "deaf" people or "dumb" people. Because not all "deaf" people use sign language. But most "dumb" people do to express themselves, because they have little alternative. Many people who became deaf over their lifetime - which is the majority of deaf people - also read on lips or use devices to hear, and they speak normally...
