The word shock could be known for many people but it isn't into our dictionaries... we could use words like "escandalizada", "horrorizada", "consternada".
So this could be the possible corrections...
Rosa Parks fue arrestada, y la comunidad negra de Montgomery estaba consternada y enfadada.
Rosa Parks fue arrestada, y la comunidad negra de Montgomery estaba escandalizada y enfadada.
Rosa Parks fue arrestada, y la comunidad negra de Montgomery estaba horrorizada y enfadada. (I think this could be the best interpretation)
