"the number of lower class" feels weird, maybe "members of (the) lower class(es)"?

Since it says "the rich", it'd work better, I think, with something like '..to the less well-off' (a stock description of anyone not rich). I think as well that "at the expense of" might be better than "disproportionately", but that changes the meaning (or attitude) slightly.
Is change needed?
