did you add "on" in order to express a future continuity of the situation?

No, the "on" is more correct in my opinion.

"I can't support them on a worker's salary."

can be written as

"My worker's salary is not enough to support them on."

Don't know all the technicalities of the grammar here, but I believe this to hold.
