This is no longer done in Japan, but there used to be trucks that would drive around, collecting old newspapers for recycling. In exchange for your pile of old newspapers they would give you a couple of rolls of toilet paper.

In my opinion, it was a good practice, cause old papers are good recyclable material for toilet paper.
