The tenses of the Japanese translation and the original English sentence are different.
"私たちは一緒にフランス語を勉強している。" can be translated into "We are studying french together".
I picked this translation because if I changed the verb to present form "私たちは一緒にフランス語を勉強する。" , the sentence becomes very descriptive to the point that I can only imagine seeing it in books or in the subtitle of a movie etc.
Once the tense is turned into present, it looses binding to time and space and the sentence sort of becomes empty and start giving an impression that it's awaiting to be explained and completed by the addition of some information. The feeling is a little like seeing a English noun with the definitive article(cataphoric reference).
Adding ending particle like below remove the above explained effect.
"私たちは一緒にフランス語を勉強するんだ。"
But, the meaning changes slightly and, while it depends on the context, the most likely interpretation of this sentence becomes "We will study french together".
