It would be better to say "Germany has produced many scientists."
Without "has", you are implying either that Germany no longer exists, so cannot produce any more scientists, or else you are talking about a specific period of time that has now finished, for example the nineteenth century (as in, "Germany produced many scientists in the nineteenth century").
