legislature = body (organisation, i.e. legislative body)

match the Japanese?

I think it would match.
Legislature is usually 立法部. A better English equivalent of the Japanese would be: "The legislators of that state did away with outdated laws." 立法者 is about 20 times more common than 立法部.
