It's not natural. It means something like: "It's not time to be kicking up a fuss."

Do you mean that relative to a particular language ?

It's a translation of the Japanese. Being noisy isn't such a good translation of 騒ぐ here in my opinion. It's possible that the translations don't match. I'm not sure what I should do.

You should warn - through a comment on every translation - every translator of the change...

When you make a change to a sentence, you should tell the owners of all the direct translations. Otherwise the corpus would be a mess!
Besides, I'm not sure if this matches the Japanese, and I'm not really sure what it means anyway. It's too ambiguous without a context, like many other unowned Japanese sentences here.

OK, I'll just put the original bad sentence back in.

I'll just make a note here that I don't think that this is sentence is natural and I advise that it not be translated.
