It's a blurb (as from a TV guide, online summary or similar). I think it stands on its own, like newspaper headlines and ad-copy.
You could make a simple change like: This movie is about...

That's the short version. Tatoeba doesn't want single words, fragments like "A child capable of speaking English." or dictionary definition type sentences like "To end a relationship."
It does want (or at least, is OK with) examples of actual language use that 'stand on their own' - Like headlines and ad-copy. The reason for that policy decision is that the conventions for such text differs in consistent and recognizable ways from normal sentences. Or, to put it another way, if you don't have examples of headlines then you don't have anything showing how headlines are dealt with in that language.
Identifying such examples with clear tagging / meta-information is probably going to be a priority when that system is sorted out.
