BTW, are you sure Tatar really belongs here?

Tatar ‘ber’ is a numeral, not an article. I've added it because Chinese has it, but I’m not sure it should be linked with English.

In Uyghur, "bir" can be used to mean "one", but also to mean "a" (even in English, it's practically the same meaning). I suspect the same for the other Turkic languages. I doubt there's an emphasis on the number 1.

I would say that it's very likely that they're used the same way across the different languages.

I’m pretty sure it’s not an article, like Turkish ‘bir’.

Here’s what the grammar on suzlek.ru says:
