The Esperanto equivalent "forigi" means "dispose of". In standard English, "dispose the car" has no meaning; it must be the phrasal verb "dispose of."
Kremel's suggestion does not carry the same meaning. If we said, "We have a car at our disposal," it means that the car is available to us for our use; that would be a valid sentence but is not implied by the sentence given above.
Perhaps an administrator can change the sentence, since it now been wrong for nearly eight years.
