A popular rhyme from the Soviet times to describe workers who stole stuff from their factory, and then by extension anyone who stole from the workplace.

From a historical perspective, it's a straightforward satirization of the Soviet concept of 'socialist property', which is theoretically made out to belong to everyone/the people, but in practice managed by the government hence those who rule it, like any state property. The purported reasoning goes: I'm a worker in a state factory (or any other state enterprise); factory property is state property; state property is socialist property; such property belongs to the people, which means everyone, myself included; hence, factory property is my property and it's only fair if I take some home.
