Based on what comes up for a google search of "踏切 立ち往生" I suppose the former would better capture the actual meaning. I had intended the former in terms of meaning, but indeed, "on" makes clearer that this concerns a truck coming to a halt on the crossing itself.

I almost submitted it as stalled. The reason I didn't is because it suggests a specific mechanical or user failure which causes the engine to cut out, in terms of cars. I went with stuck because it could encompass various causes for the truck being unable to move.
