Bump for NNC? The owner's profile indicates the native command level, and nothing in it suggests otherwise. Indeed, this is a valid Czech sentence and a possible translation for "Do you speak English?" despite using "be able to/know" instead of "speak". Note that very similar Slovenian and Ukrainian sentences are likewise linked to the same English sentence, as are a number of sentences in other languages with extra ability modals, so exact verb-matching may require a massive cleanup.
It was added by a non-native speaker, Guybrush88, and so he marked his sentence with NNC, which makes sense.
It was later adopted by a native speaker, the owner is not the same person who added it.
Since it's confirmed this sentence is fine, I've removed the NNC tag.
