( sino-korean : 안녕 = 安寧 ) //
Although this Korean phrase is a greeting, it should be pronounced like a question, the tone rising at the end. In Korean, it has a question mark. It literally means : Are you feeling well? Normally it is used like "Hello." or « Bonjour, Guten Tag » and so on.

There's a similar greeting in Japanese with this same logic
お元気ですか?(o-genki desu ka?)

Also I've usually heard it as a statement (annyeong haseyo!)
Do native Koreans use it both ways?

I think there's a simple explanation for that : « daily use » ! In daily use, Koreans, as well as all of us, do not always think of the original meaning of a phrase or expression.
And that's it. So, 안녕하세요? is the correct version and the versions with « ! » or « . » are just : « daily use » and nothing else. No mysteries here. ;-) //
