I know almost nothing about French and I'm intrigued. Is this translation correct?

I found some other examples at Tatoeba by searching "not all" and I think the problem (mine, of course) is the location of the "tous". For example:

Ils ne sont pas tous présent.

is much more directly understandable by me. Back to the original sentence, translating directly to Portuguese:

Todos os pássaros não podem voar. (All birds cannot fly.)

Which, as you say, isn't the correct meaning. That's why I was confused.

Mais peut être "Pas tous les oiseaux peuvent voler" est plus naturel, à confirmer.

en français, on ne peut effectivement pas dire "Pas tous les oiseaux peuvent voler" qui est la tournure typique des langues germaniques.
C'est illogique, mais le français n'est pas logique.
Si on veut dire que tous les oiseaux se trouvent dans l'incapacité de voler, alors on dit "aucun oiseau ne peut voler"...
C'est comme ça qu'on fait la différence.
Dans l'idéal, on devrait dire "tout oiseau ne sait pas voler", mais...on le dit pas !
A vérifier, mais je pense que le phénomène est le même en italien, en espagnol, ...et peut-être général aux langues latines.
