What is this supposed to mean? What do the linked Berber and Kabyle sentences mean?

I don't know about English, but it can be considered a complete sentence in both Kabyle and French.
It's called an exclamatory phrase and expresses an emotional reaction - surprise, astonishment, indignation or some other vivid feeling.

In any case, if the French sentence is also invalid, it would be preferable to delete the Kabyle sentence as well, because it will be translated that way every time.
