This sounds wrong to me. I can't recall ever hearing anyone saying this as an isolated sentence.
Maybe "Same." or "Same here."
This is YOUR VERY PERSONAL conception of what a sentence is. My own girlfriend, who is British, says "As well." as a reply to my feelings, on a daily basis. So I consider it a sentence.
example : I'm relieved. As well.
In that case, maybe it's simply a Britishism I'm unfamiliar with. Wiktionary says "as well" can mean "me too" in South Africa. https://en.wiktionary.org/wiki/as_well Perhaps this is also true of the UK.
