Sí, porque nos referimos a la institución, al conjunto de personas que gobiernan un Estado. Con minúscula, es la acción de gobernar.

Entiendo.
Hay más de 100 frases en Tatoeba con la palabra gobierno con minúscula.

Probablemente habrá muchas equivocadas, el uso correcto de las mayúsculas/minúsculas es un gran desconocido. Les echaré un vistazo.
