are these "land problems" agricultural or problems of ownership/distribution/irrigation...?

Land suitable for building (and to a lesser extent for agriculture) is scarce and often very, very expensive.

is that the translation?

merci :)

It's background on what the "土地問題" (probably) refers to - in Japan. As far as the translation goes, apart from "land problems" you could try "land issue(s)".

well, then it doesn't mean a thing in our "sacred language of whiney people".
