Chinese usually leaves singular/plural unmarked, so 树叶 could be a single leaf of a tree, multiple leaves of a single tree, or multiple leaves of multiple trees.
Also, I'm pretty sure "tree leaves" can be leaves of multiple trees as well, since you can't say "*trees leaves."
