This isn't a good match.
I also wonder if the English is true.
The Japanese says "road", not ground. I think the Japanese may be closer the truth.
I think the law is more something more like "no spitting in public places."
If the Japanese is good enough that you would adopt it, I'll unlink the other English and add a new English translation.
That's why making corrections is so difficult here. :(
Anyway, I'll unlink the English that definitely doesn't match.
