The two-byte characters clearly look better because they have the same size as the Japanese characters.
半角英数字の見栄えが悪いとしたら、それはフォントのせいです。ぼくは全角英数字は一切使いませんし、半角の方がスマートだと思います。

なにか権威的なところが出している指針のようなものがあればいいのですが、ちょっと見つかりそうにありません。

Rikaichan・Rikaikun はJim Breenさんの JMDict のデータを使っているようなので、彼に頼めばどうにかしてくれるかもしれません。(タトエバがどうするかは関係なく、「20歳」に対応していないのはツールとしてちょっとまずいでしょう。)
新聞社は例外ですのであまり参考にしない方がいいと思いますよ。

問題があるとすれば、次の3点ぐらいでしょう。
1つめは、統一するのが本当に望ましいことなのかということです。学術などの世界では英数字は半角で表記されるのが普通だと思いますが、実際には両方の使用が混在しているのが現状です。今ほとんどが全角に統一されているのは、現在のあり方を反映しておらず不自然だと思いますが、すべてを半角にしてしまうのもそれはそれで不自然なのかもしれません。これに関しては、ぼく自身は徹底したアンチ全角英数字なので、ふだん全角も使うユーザーの意見を聞く必要があります。
(併せて、今後投稿される文をどうするかも決めておく必要があるでしょう。

2つめは、アルファベットと数字以外の記号の問題です。

例えばこの「-」は半角にすべきでしょう。しかしこのあたりは一括に変えるわけにはいきません。

この「-」はハイフンではなくダッシュを使って「――」と書くべきものです。
幸いこうしたケースはさほど多くはないので、英数字だけ変換した後でいくらか手作業で修正を加えるのは大して手間ではないと思います。
3つめは、現時点でふりがなが半角数字に対応していないということです。
