> What time is the world going to end?
Better:
When is the world going to end?
At what time is the world going to end?
The reason I commented on the sentence is that "What time is the world going to end?" doesn't distinguish well between the two possibilities I offered. It's true that one can say, for instance, "What time is lunch?" However, lunch is an event that occurs on a daily basis, so the ambiguity can be easily resolved. By contrast, the ending of the world is a much less common event, so it makes sense to clarify whether the speaker thinks it can happen at any time or has reason to think it's going to happen very soon. Naturally, the former is more likely, so the latter sentence would be a little unusual ("edgy").
