I feel that this would be more natural with 'A referee'
If you are talking about a particular situation, then "the referee (in this case) must be ..."
would be OK.
If you are talking about referees in general, then "Referees should be ...." or "A referee needs to be ..." is OK.
I hate to add alternative translations to Japanese sentences that haven't yet been adopted by a native speaker.
