Not a sentence.
As I have said before, I think it is ok to have full NPs, as well as sentences, so no need to delete these.
While I'm willing to imagine some noun phrases being useful as Tatoeba "sentences", under some circumstances, I don't think this particular one serves much of a purpose. It's not very representative of something an English speaker would say as a complete utterance, or write as a complete sentence. Is the Japanese a good sentence, and what does it mean?
