I checked with a native speaker and she agreed that this is a question, although she prefers: 「まだ水温低いから泳ぐつもりはないのね」.

I don't want to be argumentative, but I would have been reading this in context when I translated it. Also, all four of the examples (see Japanese sentence) are not straight-forward questions. I think it is a combination of a statement with implied question. In this case maybe simply ...

"The water temperature's still low so I have no intention of swimming, (do you think I'm nuts?)"
