This seems ungrammatical. The V不V cannot be followed by 吗. A native check is needed. 你可不可以说英文 is a request where the other person is asked if he/she is willing to speak English instead, not a question about whether they know English.

Edit: The correction "你會說英文嗎？" sounds good.
