Does this mean (1) "What a shame!" ("What a pity!") or (2) "For shame!" ("You should be ashamed of yourself!")? I think it means (2), in which case I can unlink it from "What a shame!" and relink it to "For shame!"

So apparently it can be used in reference to either (1) the speaker's own shame or (2) the shame that someone else could/should be feeling. Is that right? The English "For shame!" only covers situation (2).
~ 'How shameful!' The shameful thing is not specified in the sentence so it could be anything. More likely to refer to another's shame but could be something you did as well.
