I added this both because, in American English "fortnight" is archaic and rarely used, and also because I think "he is to stay..." is more ambiguous whereas the German translation explicitly specifies "Er plant..." i.e. "He is planning." whereas when you say "He is to stay..." it could also imply other things such as "He is expected to stay..." or "Someone else planned for him to stay..." or "He is required to stay..."
So I think this translation is more natural and less ambiguous.
