In what situation would you use this sentence?
If I'm not mistaken, it means that if there's too much noise, it's not too powerful/useful/trustworthy etc.
In Hebrew we say (in Aramaic, as I just added the translation above) that one coin in a jar makes a lot of noise (as the jar is actually empty, besides that coin... ;-)).
In my understanding, this proverb is used in situation
when an insignificant event caused too much hype and publicity.
