I thought that the Dutch sentence "Dit is mijn vriend" implies a romantic relationship, and would more closely be translated to (in English) "This is my boyfriend".

I've been told that "Dit is een vriend van mij" is closer to "This is my friend". Is this correct?

Not really implies, but very often it has this meaning. If you really want to make sure that it's not a romantic relationshop, then surely „Dit is een vriend (van mij)'' is the safer way to express yourself.
