This definitely isn't right. SIS means to rain, but vIp refers to the subject being "afraid to." Literally this would mean "It is afraid to rain tomorrow."
wa'leS SIS 'e' vIHaj.
(I dread that it will rain tomorrow.)
(Of course, it's very taboo for a Klingon to admit to being afraid of anything, but that's another story.)
