We shouldn't be too obsessed with non-sentences.

I agree with brauchinet, and I also fundamentally dispute that this isn't a sentence. It's just as much a sentence as "What?" or "So?" or "So what?" It's not a sentence fragment; it's a complete utterance.

Out of any context, what does this mean?

And, who are you?
And, what does that mean?
And, what else do you want?
etc.

We wouldn't really want a flood of these in the database.

Dog?
Hungry?
Tom?
Man?
Woman?
Tree?
Quickly?
But?
New?
etc.

Write complete sentences.

Write sentences, not just isolated words or phrases.

Phrases used as complete utterances in everyday conversation are OK if included in a dialog, showing their use in context.

Example: "When did Tom arrive?" "Just before Mary did."

Out of any context, what does anything mean? All language depends on context. Your post would make no sense without context, despite being mostly composed of sentences.
