I think that it should be unlinked. It should be "tá sé ag cur <something>". "cur" is such a productive verb that it's hard to see how anyone could infer the meaning "it's raining" without added context.

I second this; a search on teanglann turns up many other possibilities:

He was idling the day away, bhí sé ag cur an lae faoi bhruth
Bhí sé ag cur féir (is uisce) óna chosa, he was travelling fast.
Ag cur thart an ~a, passing the time.

This may be something you'd say given enough context, but IMO shouldn't stand as a sentence by itself.
Maybe it needs to be combined with a question;
"Conas atá an aimsir inniu? Tá sé ag cur."

But in my non-native opinion, think it's safe to delete.
