I think that it should be unlinked. It should be "tá sé ag cur <something>". "cur" is such a productive verb that it's hard to see how anyone could infer the meaning "it's raining" without added context.

This may be something you'd say given enough context, but IMO shouldn't stand as a sentence by itself.
Maybe it needs to be combined with a question;
"Conas atá an aimsir inniu? Tá sé ag cur."
But in my non-native opinion, think it's safe to delete.
