Да, я всю жизнь была уверена, что "не кто иной, как / не что иное, как" и, соответственно, "не кем иным, как / не чем иным, как".

Оказывается, не все так просто. В этой же самой конструкции (с "как") местоимение пишется слитно (никто/ничто, никем/ничем), если есть отрицание. Вот:
Недостатки конструкции могут быть объяснены не чем иным, как ошибкой в расчете. – Недостатки конструкции НЕ могут быть объяснены ничем иным, как ошибкой в расчете.

То есть, в нашем случае таки "не чем", т.к. отрицания нет.

Как я вчера читала, не понимаю... Увидела только "В обоих случаях ни употребляется в качестве приставки, т.е. пишется слитно с местоимением".
