Technically I think this is valid English. It's darn ugly though.
I think it's more insane than ugly.
It's an explanation of how partially developed eyes can still serve a useful purpose - countering one of the common Creationist arguments.

It does seem that the sentence makes little sense as it is (also, replacing "which" with "that" can really make it more Englishy). Can anyone check what the sentence in German says?
By the way, I am pretty sure that "ein Drittel-Auge" is a third of an eye. Otherwise please do explain how English distinguishes "half an eye" from "one half-eye". I am sure it is very fine but important difference. Oh boy, how hard it is to undestand English when your native language has no articles!
