I don't know any Hungarian, but I'll guess there's something wrong in here. This sentence is linked to both Japanese sentences "風は西から吹いている。" (The wind is blowing from the west) and "風が東に吹いています。" (The wind is blowing from the east). I doubt that this can mean both... :)
If the wind is blowing from the west, then it is blowing east. ☺
nyugati = western?
in my dictionary Nyugati Európa means western europe

As regard the question, yes, 'nyugati' means western. But, in Hungarian, 'Nyugati szél' means the wind blows FROM the west.
Although its Hungarian, but here is an explanation:

A szél irányát mindig az az égtáj adja meg, ahonnan a szél fúj. A keleti szél tehát azt jelenti, hogy a szél kelet felől nyugat felé fúj, azaz kelet felé fordulva szembe fúj a szél.
