It is ambiguous.
As "(Él/Ella) debería...", then the grammatical person does not match with "You had better...", but
as "(Usted) debería...", it does.
Also, note that "(Yo) debería..." is also a valid interpretation, which as of 2018-02-18, matches
"I had better chain up the dog so that he won't bite." and
"Je devrais attacher le chien pour qu’il ne morde pas."
