「説明」というとハードル上げすぎなのではないでしょうか。この tell は distinguish くらいの意味で、言語化できるかというより、そもそも違いが「分かる」かということを言っている気がします。

トムが「言葉にはできないけどこっちがいいよね」レベルの場合、日本語のだと「真」になり、英語のだと「偽」になってしまうように思います。

「説明」でも問題ないと思うんですけどね。

説明できるときに tell を使えるのはもちろんだと思うのですが、あてはまる範囲はできるだけ一致している方がいいので（"She is Japanese." を「彼女はアジア人だ」とは訳しませんよね）、ちょっと引っかかりを感じました。
こういうことの場合、違いが分かるのとちゃんと言葉で説明できるのとの差って大きいんじゃないかと思うので。ぼくはワインなんてからきし分からないのですが^^;
まあネイティブの方のコメントを待つことにしましょう。

「分かる」の方が一般的な訳のようなので追加しました。あと「区別する」での訳も。「説明する」はどっちかというと直訳っぽくなっちゃって、いい翻訳とは言えないのかもしれませんね。

英英辞書を引いてくと、distinguishの説明も似たようなもので、じゃあrecognizeとunderstandは違うのか?と自問自答しながら英単語の森で迷子になりかけています。

My Japanese isn't good enough to understand exactly everything you're both saying, but I'd like to give a little input as to the meaning of the English as I understand it.

Tom can't tell the difference between the two wines. As far as he's concerned there IS NO difference. It's not that he just can't explain the subtle differences, it's that they both taste equal to him.

In that case, and with my limited Japanese, I'd say that 説明できない isn't the right phrase, because that would imply that there ARE differences, but just too difficult for Tom to be able to explain.
There are times when 説明 would work for 'tell': "I can't tell you why, but I like this sauce a lot better." 「理由をはっきり説明できないけど、この垂れのほうが大好き。」(forgive my bad Japanese)

If anything the most accurate translation in my book would be something like: トムは高価なワインと安いワインの違いが分からない。 Because Tom doesn't know the difference.

A teacher might say to an elementary school student, "Can you tell which of these two colors is lighter?"
"No, I can't tell, they look the same to me."
"Maybe if I put them together you'd be able to tell?"
"Yeah! The one on that side is lighter!", pointing to the one on the right.

せっかくなので「安物」という言葉をどこかで使っておくといいんじゃないかと思いました。「安物」の対を考えていたら「高級」というのが思い浮かんだのですが、これだと expensive とは若干ずれますかね……？

cheap wineに「安物」は使えると思うんですけど、expensiveに「高級」はどうでしょうね。この翻訳を追加するときにも考えたんですけど、ちょっと違うかなあと思ってやめました。この場合は「価格」に焦点があるような気がしますし。ワインに詳しくないので、いわゆる日本で言う「高級ワイン」の意味をexpensiveでカバーできるのかがよくわかりません。いわゆる「ビンテージワイン」＝「高級ワイン」と考えればいいのかしら？
