I am sorry, but to my understanding the clause 「2桁のIQがある人間なら誰でも」 defines all people with IQ ∈ [10, 99], while the four connected sentences use words meaning "at least" (at least, zumindest, au moins, przynajmniej) to define all people with IQ ≥ 10. So is the sentence missing 「せめて」/「少なくとも」 or am I misunderstanding its meaning?
I think it's okay.
If it means "anybody with a two-digit IQ", the translation would be "2桁のIQがある人間なら誰もが". The Japanese shows "誰でも" and I believe it implies "even anybody with a two digit IQ".
